Absolutely. Very good!
The 'process' becomes more important than the 'outcome' when this happens and I saw a lot of this in my health service management career.
Sadly many people spent their entire careers writing stuff that no one ever reads - what a 'downer' that is!
It could be the case that some never-read writtings result in being useful to the person in question. Apart from this we know that with beaurocracy this is not the case...
I've got another for you:
"Many people talk while sleeping but it is priviledge of conference' speakers to talk while others are sleeping" :-)
I like it - I have been to those conferences too :-)
